The PADHUE (Praticien à Diplôme Hors Union Européenne) procedure is not a simple diploma recognition mechanism. It is a rigorous legal pathway enabling foreign-trained health professionals to obtain full authorization to practice a regulated profession in France, governed by Article L.4111-2 of the French Public Health Code, the Loi Valletoux, and updated by the implementation decrees of December 2024 and May 2025.

The standard pathway requires navigating three compulsory milestones:

1. The EVC (Épreuves de Vérification des Connaissances)

2. The PCC (Parcours de Consolidation des Compétences)

3. The CNAE (Commission Nationale d’Autorisation d’Exercice) final approval and professional Order registration.
