To stay in France for a longer period and work in the country, you need a residence permit, unless you are exempt. That is one of the main features of the Talent Passport program.
It is a visa that provides a residence permit to its holder.

Indeed, if you qualify, you get a long-stay visa equivalent to a residence permit. This gives you the right to come to France (it is a Visa) and to stay in France for one year (it is a residence permit).
Furthermore, it is renewable during your stay for another period of 4 years?
DO YOU NEED A WORK PERMIT?
As a general rule, whatever the length of your stay for business purposes, you must obtain a work permit before you can take up paid employment in France.
But again, if you are eligible for the Talent Passport and have a long-stay visa (which is called a VLS-TS) you are exempt from filing for a work permit.
There are a number of employees who are exempt from the requirement to obtain a work permit, particularly the citizen coming from another European Country.
WILL YOUR FAMILY BE ALLOWED TO COME WITH YOU?
Talent Passport and intra-company transfer (ICT) make it easier for the holder family to come to France. This is particularly true for foreign investors, highly qualified directors, startup owners, and business managers.
Nevertheless, families not eligible for this simplified procedure can apply for a residence permit separately from the main applicant. Otherwise, families have the option to come to France on the legal grounds of family reunification.
