CONDITIONS

You must apply for a residence permit if you are a national of a State outside the European Union, the European Economic Area and Switzerland.

Several categories of employees who have entered into an employment contract with an employer established in France are likely to be eligible for the multi-year ” Talent Passport ” title.

This particularly concerns employees occupying a highly qualified position who are eligible for the “European Blue Card” Talent Passport residence permit.

Foreign workers can obtain the “ Talent Passport – European Blue Card if they meet the eligibility conditions specific to the reason for their stay in France.

To be eligible, the employee must provide proof of:

  • A employment contract of permanent or fixed-term
  • A diploma attesting to at least 3 years of higher education or documents justifying 5 years of professional experience of a comparable level;
  • Gross annual remuneration at least equal to 1.5 times the amount of the average gross annual reference salary set by decree.

Holders of a CBE granted by another Member State of the EU, and having stayed there for at least 18 months, can be issued this residence permit if they request it within one month of entering France.

 The “Talent Passport” multi-year residence permit is equivalent to a work permit.

The duration of the residence permit can be 4 years.

 

Residence in another European State

You live abroad

If the employee lives outside France, the French diplomatic consular authorities of his usual place of residence are competent.

If the applicant already lives in France under cover of another residence permit, he must request the change of status on the dedicated platform. He will have to prove that the eligibility conditions for the desired residence permit have been met.

When to start the procedure?

If the applicant lives abroad, the procedure must be initiated no earlier than 3 months before the date of arrival in France.

If the applicant already resides in France, the procedure must be initiated 3 months before the expiry of the previous residence permit.

Time limits

If your receipt is about to expire and you do not have a response from the prefecture, it is possible that the processing time will be extended. In this case, you can obtain the renewal of your receipt.
